Use your hands or a pastry cutter to mix cold, cubed butter into the dry ingredients. The mixture should be lumpy and crumbly. It is important to work with cold butter. If the butter is too soft it can't disperse into the dry ingredients thoroughly- it's the little butter bits scattered throughout the dough that make crusts tender!
